US is not considering India as a Nuclear State. The Deal clearly states India as a non Nuclear state. If we do any test in future, they will impose ban and stop the supply and there is no provision stated for India, and we will be like Iran in few years. Congress doing this for few votes, nothing else.

it's not that simple to do nuclear tests just like testing a piece of software or any other thing. the only reason why india would be forced to test would be when it's provoked by the other countries. in that case, the agreement has loop holes to carry out the tests.

I suppose you have read the 123 Agreement or the IAEA safeguard Agreement text.
The preamble acknowledges that India is an advanced nuclear power. By applying safeguards to only 14 reactors (future reactors are out of the deal unless India wants hem under safeguard), and ignoring our militrary reactors, de facto the US and internationally we are recognized as a nuclear power state. This is unlike Iran, Iraq, N Korea etc where all reactors, existing or future, comes under IAEA inspection regime
