its not strange !!! The deal is a civilian nuclear deal.

It has strategic military implications and that is the bone of contention: allowing India to carry out futher nuclear tests.

Army normally does not speak out on civilian matter in democracies.

If at all, then the Defence Minister will speak.

Retired Geneals can speak and they are quiet.
