Nuclear non poliferation treaty flaw

Mr. Kimball, Mr. Berman should spend their time and brain in revising nuclear non poliferation treaty. They should include a clause as under.
Five declared nuclear countries can not attack a non poliferation treaty signatory by conventional or nuclear weapons. If they attack they will be ousted from permanant security council seat.
This will give confidence to non poliferation signatory. All the world conflicts should be solved thru U.N. This means five permanent members can only fight with one another by nukes.
