There is no such thing like withdrawing when the Government no longer exists! In case of loss in Confidence Vote, the elected government cease to exist and a new government or a Caretaker government would be in place. The second is more likely given the situation and in that case, no policy level decision can be taken by a caretaker government. Any agreement by a caretaker government would be prima facie invalid and infructious and would not be enforceable. Whom are the Congress trying to fool anyway?

Mr.Shyam, congress is talking about putting the agreement to vote...not trust vote on majority. There are MPs outside the UPA who support the deal but do not support congress government.... with their vote, the deal may go through ...then comes a trust vote - and the government falls through...
