If US is not required why India coudn't approach IAEA and NSG on this matter before US came forth with the proposal in 2005?

its only on US request tat the Nsg countries are helpin india on this issue..
tats wher the US comes into play

its because, USA is the most influential of all NSG members. Without USA support, the NSG is not going to clear us.
