Pakistan is a member of IAEA since 1957 as India itself whereas China is a member of the same from 1984 onwards. Government of India can in no way hide anything from them about the agreement. Then, why is it denying its own people of the details of the agreement? There can't be any apparent security reasons for it.

Simple answer: please remember, that time there is no clause such as 123 in their agreements with China and pakistan!!
