UPA should provide more clarity on the IAEA guidelines if not the full text

This is not the agreement with US.
this is safegaurd agreement with IAEA , which actually prevents some civilian nuclear facilities not to be used for military purposes.so that some people like australia and canada can supply uranium for those reactors.thats it..

even if they have the details ...they are not going to support it....
