This statement would have meaning if it came from China. Coming from Shiv Shankar it is meaningless.

But I have often observed that our diplomats, politicians rush to make statements on other party's behalf, which later on turn out to be untrue.

u r right. actually i read the article only because i thought that china had made such a statement. u never know. tomorrow china might say that it has never given any assurance about the deal.

correct because our culture is still moving in old way of trust , relationship and wishful thinking when the world only deals in pragamatism and self-interest.
