1. Prevent Race To The Bottom (aka Socialism)
Ration shops,Reservations,Basic Income Guarantee,Minimum Wages,Free Education etc

2. Promote Race To The Top (aka Capitalism)
Markets,Incentives,Subsidies,Extrinsic motivation,Appreciation,Awards, Rewards etc
