Problem is , in Karnataka all the developments happen only in Bangalore and other districts are under developed. Nobody knows what is happening. So, naturally terrorists find it very comfortable. Also, Bidar is very near to Hyderabad.

You are absolutely right. Bangalore is not developed but choked. The government is just fooling people with SEZ, International Airport etc. The real beneficiaries are Realtors from Andhra (mostly Reddys) and from North. Opening of toilet door and flushing of cubicles are said to have software and there are n number of companies who go around with big advertisements and go underground after a short stinct. The so called Techies from these companies have no other job and resort to steeling and kidnapping. This is evident from the crime reports of Bangalore City. The functioning of police department is pathetic. Take any division, Law and Order, Traffic, CoD, etc., everything is in a mess. Officers are easy go getting involved mostly in their personal works. Next to Bangalore, the developed cities can be said to be Mysore (yet again due to Infosys and Wipro), Hubli, Dharwad and Belgaum (most of the trade are between these cities and Mumbai). Rest of the Districts are totally ignored. You should see the conditions of State High Ways and roads in Villages. you will be affected with eye soars. Security machinery are defunct. These have been thoroughly studied by the Terrorist organisation and they frequently pass on the condusive condition of the particular place which is operational convenience. Days are not far if the government of karnataka does not take seriously the arrests of people suspected to be involved with banned terrorist outfit this state will surpass
