Due to the intrinsic cultural diversity, each State in India cannot 'productively' govern more than 2 million citizens. India should 'decentralize' 602 districts into States or Cantons as in Switzerland.

Better option may be "(To be) Divided States of India" Eveery state has got some speratist movement going on, wonder whats going to happen in future due to all the infighting.......
