Nothing wrong for administrative control reasons. But why on the basis of caste,creed, zone, why not geometically. Movever,NCR can be a part of greater Delhi and West UP a part of Haryana instead of a separate State. Today if a truck moves from Chennai to Delhi, it is checked at 73 places and reaches in 11 days, whereas the time required is 3 days. If in free India, it is further to be cross checked, the fruits of liberisation, will vanish.

I don't agree with your suggestion, If you say that division should be geometrical then I see only single division Eastern UP and Western UP, attching a part of state to another state is no solution keeping in mind different cultue and different lifestyle.
