They are not.They are running a parallel govt., providing education & other social welfare measures to their people in their part of Srilanka. Is there any other outfit (Alqueada) following LTTE in this regard

For any extremist organization to be for so long and running ...they need a support base ...hence a lot of them run schools and hospitals ....IRA, Al qaida, Taliban, UNITA, etc
