This idea of giving dual citizenship or Indian Passport to PIOs is good but Indian Government and its overseas missions have to be very very careful whilst implementing the same. I am NRI in Gulf and I am aware that contemporarily India is considered a 'PLACE TO BE". If due care is not exercised, we will have plenty of Pakis and Bangla Deshis and Sri Lankans acquiring Indian Passports and damaging India and its culture.

Constitution does not allow "returning" pakis or bungledeshis Indian citizenship. The bungledeshis manage to sneak in too easily and our own traitors give them all they need to stay in India forever. Every step will have some cost, some negative effects, but you can't ban mobile phones because a terrorist used it in Karachi like the pakis did once ban mobile phones in Karachi.
