I for one find that the entire discussion now carried by the large number of knowledgeable scientists and diplomats tries to hedge the ugly fact that Indian Nuclear capabilities have not been adequately harnessed by our liberal policy makers. Perhaps , our scientists and design Engineers also have not shown greater commitment or application in harnessing vast Thorium minerals all these yrs. This is true that US designers wish to sell Their faded equipments, and outworn NPT and CTBT on us by the bait of this Nuclear largesse! We are still for all practical purposes treated as a non-Nuclear Weapon havenot state.There is no evidence of any especial concession in this socalled India Specific 123 nuclear Agreement. D. Goel
