India should start making their own aircraft carriers. This task should be assigned to a conglomerate of provate and public sector industries so that no single entity has a vested interest. They need not be as big and large as the US and Russian ships which are essentially the size of a small country's defense.
More emphasis should also be laid on submarines. India is pathetically under equipped when it comes to submarines.
If the US is interested in selling military equipment to India, India should start with small pieces and test the waters before making any large purchases.

Perhaps India should concentrate on lots of smaller defense oriented carriers to patrol its sea borders with helo fleets and not war-making machines as invented for the cold war by the US and the Russians.

India defence requiremnets dont need this aircarft carriers, these big deals are designed for kickbacks from defence officails to burecrats. Misuse of public money, india will never go to war with china or pakistan and these aircraft carriers strategically dont make sense. All these big delas means more money to corrupt officials.
