Let each state Govt starts issuing Statewise Passports to their citizens....
If North Indians wants to work in Mumbai, they shuld carry a valid passport issued by their own state Govt (Bihar Govt & UP Govt or which ever states they belong to).
once they obtain valid passoport, they should apply for work permit with The Great Raj Thackarey and Company.
If they issue Work Permit, these guys can open Tea Stall, Fruit Stall in Maharashtra.
I DONT THINK, WE CAN BLAME CENTRAL GOVT FOR KEEPING MUM ON THIS ISSUE BECUASE, IT IS THOSE, WHO CAN KILL INNOCENT PEOPLE DECIDE THE LAW OF INDIA
