Its all tactics for land grabbing.

Raj Thackeray and some other marathi "manoos" from ruling coalition wanted to buy lands in vidarbha region very cheaply and develop a SEZ (like nandigram and singur). But many vidarbha farmers refused to sell their lands as they won't have any work for them. Raj promised them jobs as sweepers, milkman, newspaper vendors, etc in Mumbai. But as migrants from UP and Bihar were already doing these jobs in huge it was not possible to give same work to vidarbha farmers unless these migrants were forced to leave.
Thats the reason Raj and MNS started this problem so that the migrants will run away. This will ensure that vidarbha farmers will sell their lands to Raj and go to Mumbai to work as cheap labourers.
