May be IIMA was amazed to see how UP and Bihar are SO BACKWARD inspite having "BRIGHT" and "INTELLECTUAL" CM's like Lalu/Nitish with "GREAT" managerial skills. And may be they didn't call "GHATI" CM's because they know Maharashtra is FAR MORE DEVELOPED state compared to UP/BIHAR inspite having ghati CM's.
