Mumbai is a cosmo-politan city, does not belong to Marathi or any sect. It is a financial capital of South East Asia. It must be administered by Union Govt. as union territory. It has its own problems of dense population living in flats, people from different States have settled here, all religion, all language spoken,it requires a different type of judiciary, infrastructure etc.,etc., Only union territory can look after such varied interests.
