Though traffic manners are bad all over the country, general respect for the law is better in South and west. You cannot expect the crowd to spare you if you misbehaved with a woman in public in south. West used to be good for women, but it's becoming like north. And linking this to bravery/cowardice is ridiculous. The only notable resistance to invaders came from marathas and sikhs - it's plain history.

point is that north indians have no respect for law, which certainly is true.No doubt about that!But west India (maha/Guj/Raj) definitely are dcent places to live besides south.I am north indian and seen murder of law in northern states.
