North vs South?

There is little need to launch a north-vs-south campaign. Yes, it is true that ostensibly it appears that violating common laws happen most noticeably in North India. Every time I travelled by train through North India, I have seen tecketless travellers, as well as those who do not hesitate to board reserved compartments and usurping the seats and berths of bona fide passengers. I have also seen bank officials demanding money for encashing Travellers' Cheques, and other such things. But it is foolish to try to eradicate such social evils by citing examples from other parts of the country, just as it is undesirable to try correcting your child by citing examples of others' children.
