Think about attacks from China and Pakistan. Shift capital from Delhi to some big city at the center of India. Bring all the industries from Mumbai to other parts of country, specially North-east.

Its easier said than done. There are law and order problems in north east and UP, Bihar. Who would like to do business by risking his life. Will you do it, if you are an industrialist. The western and southern states get the business as they have created an env where business can grow unbattered.
