Even before coming to power, Mush was also barking like this. When he turned dictator, then also for some years he barked.

But, when he came to the table, he knew the real scenario. How the international policies work, what are the rules etc etc. Then he became silent.

Everyone barks there unless they knew what is the ground reality is.
