Dreams do not have any deliverables; we just keep day dreaming that we will be super power soon. I think the biggest challenge India has is police are theives and politicians are robbers and common men are irresponsibly socially even though many of them are very good to their families. Just go to a posh locality in any big city, you can see beuatiful bunglows but compare that to the public infrastructure -- a total mess. Look at our cricket team - a star studded team, yet as a team we are not the best. Look at the graduates of IITs - yet IITs are no where near the best in the world in terms of research. Look at the Indian scientists and professors in the US - there are some of the best....yet our own universities in India are at the best comparable to the worst universities in the world. Look at Ambanis, Tata etc- they are very rich...yet no Indian company is like Toyota or Microsoft or Apple or IBM or GE which have really changed the world. As individuals Indians are pretty good but as a team we fail miserably, the first step for the success is to accept our weaknesses and correct ourselves. We are the biggest day dreamers but fail to do our duties. The day these things change, India will be developed.
