Cheating is rampant in all examination across India. That no one can deny. Because, I study in one of the most premier institute of India (actually the Institute of National Importance) and people cheat in exam here also.
The positive side that you can see is that "administration is trying to ensure fairness".

the administration must have not received their share of bribe from the students....thats the reason they are taking revenge by ensuring fairness

I think you can imagine that situation because you have seen that in your state. That is administration is nicely bribed and nothing comes in news. And you live in a wonderful state.
