The country must be ruled by people who are the best and the brightest - people who have topped university exams and other entrance exams must form the core leadership pool from which people get elected by the masses. No one with poor academic background or ability to clear a minimum marks in exams such as IAS must be allowed to have any top executive positions in the country. This will ensure that only the brightest and the best rule.
Such incidence like those of cheating will be treated like the way terrorists are treated . They will be either shot dead or sent to Andamans for long prison sentences. Anyone using religion , caste or region to get votes will also be treated like a terrorist. No appeasement for religion , caste , language or region.

tird class standard of rule emerged frm the ppl the majority of indians r low in moral valus n any one given chance starts confirmin survival of his genome- family,relatives etc. bihar is worst but u r by birth having tendency to go hitlers way n that shows ur cluelessness to solve or comment on the problems of the country
