not all are corrupt. Despite all the charges, public sector banks in India are much better than private banks. They don't cheat you, they usually show courtesy also. They may not be as advanced as private banks, but nevertheless they are good. Same with the post office.
Corrupt Babus are in - police, municipality and so on
