If police suspects that unsecured Wireless router might have been used to send the "threatening email", then interogetting persons living in same building or in near by buildings may just be waste of time. It might be the case of "War Driving" (or War Chalking) as it commonly happens in case of WiFi stealing in US and european countries. If it was the case it will be very difficult for police to track the culprit.
