For a Seven year banned party, it will be difficult to find out who are the members. But, if you withdraw the ban you might have some visibility of the organization.
It will be easier for govt to navigate their documents, track the phones, movements of people etc etc.

UPA banned SIMI in 2006.Now supporter of SIMI,mulayam supported UPA and UPA backfoot on this issue.Jai ho minority vote bank politics ki.
