There are no rules on how many allowed in India...

How many allowed in a train(esp Mumbai trains) - as many as can fit in.

How many allowed in a hall - pack them in.

How many allowed in this narrow temple - pack them in.

Couple this all with the general indiscipline of Indians and tendency to panic of all humans and we have a disaster lurking everywhere.

Very good point. In US the cops really do a surprise check on gatherings in temples or Halls. If they exceed the number they order the function stopped and vacate the premises. We have a long way to go to implement such measures.
