it is easy to rein in isi

all that usa would have to do is give pakis more and more f16s. it has worked in past, it will work again. of course, usa would have to give $billions in aid to pakis for them to be able to buy those f16s.
so here is how things progress:
- pakis wnat to attack india, but feel inadequate.
- pakis do terror
- india and usa protest
- pakist demand proof of its culpability
- india and usa provide proof, and in the process reveal their intelligence gathering secrets.
- pakis now say those perpetrators of terror are not in their command, and hence will need (free) high tech gears to track those perpetrators (whom it already knows).
- usa give those surveillance equipments
- pakis use those equipments to spy not on terroriss (whom it already knows) but on india.
- pakis do more terror
- usa now is pissed
- pakis blame it on madrassa and demand more $billions for schools and education
- usa gives $billions and considers it a diplomatic victory
- a months later pakis do more terror
- usa is reaaly pissed.
- pakis kill some terrorists, and pakis say they need f16s to fight them.
- usa sells pakis more f16s which pakis pay for with the aid dollars usa gave it.
the cycle repeats itself till pakis actually invade india like in kargil
- which sets off another circus of gandi party "normalzing relations" with pakis, and importing tons of terrorists into india and bobms across india. which feels tons of media with "news" which the indians watch like the expected routine.
