Follow the islamic moral code conduct

Men should lower their eyes when seeing women who are strangers and women should dress modestly 90% reduction of rapes and the remaining 10% death sentence is the solution.

dressings is not the problem,It is the uncontrollable desire of men who just think five minutes pleaser is a great fun.
Without giving second thought to the victim.
A girl dressed in Mini skirt does not have a label pasted on her(RAPE ME), but it pasted in the brains of men, RAPE HER.
A girl chatting happily with a stranger for few seconds (even if she is asking directions) will be classed as asking for sex.
Or the men will boast to friends if asked who was she what did she want,the answer will be MY NEW GIRLFRIEND, OR SHE IS AFTER ME FOR SEX BUT I DON'T WANT IT.ETC, opening the gate way for the friends.
They don't say she was just asking directions.
And if the person did say she was asking directions then the answer would be you should have given her the directions to my house or flat.etc. we would have looked after her.
That is the mentality of the (not all) but irresponsible males.
These misbehaving males have to be taught a lesson in behaving like good citizens.
The only punishment should be imprisonment and permanent castration.

than why more number of the rape happens in the rural parts as compared to big cities??????

Who told riral women dress modestly the tarditinal dresses are also very revealing and eyecatching
