if goverment is not doing any thing which i mentioned below,start some massive NGO which should help to the poor and needy for education and jobs across all the sectors of the community with motto of encouraging forward caste,backward people and discourage backward caste forward people for using any type of social reservations.

Good Luck! The very first thing you should do is to reserve at least half of seats for poors of upper caste in General Quota.
