If ISI is recruiting these fanatics all over India, what are the "good" Muslims doing? Many of the Muslims I know lead peaceable lives - they are educated, treat their women well, are pious yet dont show fanaticism. Why dont they stand up together and put down this scourge?
India should encourage moderate muslim leaders, priests to fight this fanaticism with rational judgement.
If not, Muslim fanaticism will lead to Hindu fanaticism and there will be no end to violence. The nation that has been the home of so many religions does not deserve this.
