The numbers game is again causing rift in adminsistration of the Legislature.
Why? Because UP and some other states continue to be big and have large numbers of representatives who sit together and connive.
UP needs to be divided into 1. Poorvanchal (Part of East UP and West Bihar) 2. Bundelkhand - Partsof Central UP along with parts of North MP and East Rajasthan 3. Jaatkhand - Balance part or West UP.
Benefits of Bifurcation of UP:-
a. Governance will improve b. Funds will be devolved to the needy c. MCloser watch on the happenings by the administration d. More interdepatmental control since area of influence will diminish e. Effective management by the minister and the buraucracy f. More growth opportunity to the Civil Secrvice cadres g. Lesser size will make the reach of administration more effective and accurate h. Response time in times of crises will be very less
This needs to be done in case of AP and Karnataka and Orrisa as well
Smaller states will not create undue gimmicks in the Parliament

Goa is a Union Territory becoming a State. It cannot be compared with present UP even after its division seperating Uttaranchal
Further Goa does not destabilise Centre which is slowly learning to work as a coaliation. Other wise it was states like UP and Bihar who formed the Govt's in the past.
Efficient management and cost control is the most affirmative and consistent approach to growth. It requires implementable planning and execution to the hilt.
It also requires feedback and monitoring for midway correction and alternative actions as and when required
