they may not be spies but they may have been party to some act of which they were not fully aware of. Why did they need a mobile charger?

They were quizzed by a team of officers from Border Security Force, Research and Analysis Wing, Criminal Investigation Department and the Rajasthan police, Meena said, adding nothing incriminating was found against the two.
"As per the report submitted by the investigating teams, the boys were innocent," he said.

Yeah, sure.. They found all the truth in a 2 day investigation... and still, cases like those of Mohindar Singh Pandhar, Abu Salem , etc etc are still hanging and continue to hang. If the people who investigated them are so efficient and productive, maybe all the pending cases should be handed over to them
