Shri Shenoy, Can we not use the information that the government was forewarned, yet did nothing, to permanantly debar such ministers from holding offices where the lives of millions are at stake. A suitable NGO should be supported (if in existence) or created to take on the governement on such issues.

Unfortunately, no such law is available, and will ever be allowed to be made by these politicians. They will never be punished in an Indian court of law.
They continue to loot us, and we continue to vote for them!
