How can anyone crossing over by digging the border fence be termed as having crossed oveer mistakenly?

yes .. hw can 2 shit heads cross the fence mistakenly by digging under the fence ... they r definitely human bombs ... i think limbs the 2 boys should bt cut n thn they shld b returned to their families so tht no one can "mistakenly" try to enter India .. bloody as**H**
