If possible watch movie Fahrenheit 9/11. It is a documentary by Michael Moore, on the events leading up to 9/11 and the wars following. It blasts off the government and leaves a lot of unanswered questions. Why I am writing this here?
Well, well, in the documentary it shows how the government uses fear psychosis and hatred of its country men to achieve its ulterior motives.
The situation appears to be similar. If, what is reported by rediff is true, then it appears more of a tactics by the government to divert the common man's mind away from the daily crisis and failure of the bureaucracy in multiple fronts. A huge crisis this government is finding itself in is increasing prices, for example, which is here to stay. There is a lot more than actually meets the eye of a common man.
