What about creating separate institutions for OBC people? Just like in USA where there are institutions which are called Historically Black College and Universities (HBCU) where more than 90% of the students are from poor black community and where they can have good education. Why don't we create separate colleges for OBC where only OBC people can study? Then I think all of the problems will be solved.

This is the best solution. Guess who would be their teachers? Retired ministers like Lalu, Arju, Rabri, Ramdoss, etc.
