is seems to be correct but check(real) to be done as to who are all creamy layers

NGO's and all right thinkin citizens and poor OBC themselves have to do the watchdog job of WATCHING and using the RIGHT TO INFORMATION ACT to ensure that NO CREAMY Layer gets the really poor OBC ' right away!
