In India the reality is diffrent, There are most people from backwrd casts even dont know about the reservation quota, they are still backwords by money and education, people from backward class who knows about the benefits they are already rich and well setteld, so the needy people from backward class no idia about this, even they dont have the sources that they can even educate them even 10 class.
