to lift the people from their ignorance (?), probably india can lend its experience and afganisthan can be given a special "scheduled tribe nation" status...when compared to other countries
benefits would be:
=> afganisthan atheletes would be eligible directly to the final in any sport; in case they do not win, the third place would be reserved for them...
=> universities worldwide would reserve seats for afganisthan candidates...
