Karunadhi was accused of inaction since he sat over the issue and ultimately succumb to pressure by the opposition led by BJP, Tamil Nadu unit and its ally in Karnataka, AIDMK (Jayalaithaa). Meanwhile on the Karnataka side, BJP Karnataka unit try to convert into votes.
Karnataka gave permission for project in 1998 - when BJP former ally JD(S) was in power. No party in Karnataka opposed the projectin 1998. The BJP desperate to win in Karnataka i fanning the issue. Rascals

You can't blame of inaction on Karunanidhi. He is so damn old that it's a miracle that he is capable of any action. The flyover opening ceremony needed some fireworks, so he cooked up some random tamil words into somewhat coherent sentences to make one inflammatory speech which was completely not relevant to the occasion. Senile Politicians are the curse of this country.
