Corruption at AMU

It is obvious from the article that it is the annual 245 crores grant which is creating all the problems.
Money attracts all the unwanted elements.
Appointing a civil administration for a 5-year clean-up operation will be rejected by the "secular" parties as it might affect their vote banks.
Another fact is that once the IAS cadre get their teeth into any department they are unlikely to let go, leading to corruption in the long term.
Can anyone offer suggestions based on the above facts?
