Just offers to resign? In Government offices, it is not the officers who make the drafts. Any important document is first discussed with the minister level. OFFICERS PREPARE DRAFTS AS THE MINISTERS WANT THEM TO. Then the minister approves them officially. Can any one believe that the two poor officers prepared that affidavit themselves and then submitted it to as big an institution as the Supreme Court of India? Ambika Sony got the draft made to please Sonia Gandhi, then she ran away to Japan leaving the mess behind and now she just OFFERS to resign? When Balasaheb Thakeray is prosecuted under the pretext that he makes speeches disturbing communal harmony, Ambika Sony should also be charged with far more serious conspiracy charges.

This christian minister wanted to please the Christian madam. Why not get the info how the affidavit was processed before it went to Supreme court// Can we not use Right to information act to fix he responsibility and charge the minister for inflamming passions of religion??

The Minister first makes the decision how to deal with the matter. Then she discusses it with 'madam'. Then she calls secretary or the under-secretary and tells him what to do.The secretary in turn calls the departmental head for discussion and gives directions how the minister wants the document. The departmental head calls the officer and directs him further. The poor officer and the poor departmental head is always under the impression that they are doing the right job obeying the order of the Ministry. If they show resistance, anyway they get punishment. So they can't resist. It is better to follow minister's orders. AND EVERYTHING TILL THE OFFICER IS INSTRUCTED HOW TO MAKE THE DRAFT IS ONLY ORAL COMMUNICATIONS AND NO WRITTEN RECORDS. When the thing boomerangs, the poor officer and the departmental head is first suspended as an eyewash and to show people that govt is doing something. The poor officers' family lives are totally disturbed by this time and they run here there for support. Govt has the money and legal department, but the officers have none. They fail. The Minister prevails. Sonia prevails. This is the way it is always with the ordinary people.
