i think it makes sense that if the govt is going to force a business to comply to new special rules, then the govt must give the right incentives thr' taxbreaks and such. it seems the govt is imposing a substantial burden on taxi owners. it is not clear how gps system would improve security if that is the idea - yes, a lot of cab drivers are muslims. it is not clear how it would provide for better service since a taxi can readily be hailed from the road side within seconds in new york city any time of the day. besides, providing better service is none of govt's business any way.
the new york govt would not do this if the owners were all white.
