There are not much options left for the NSG countries. They have something to sell and that they can not do so to any one of their liking. There are not many inside the group that require Nuclear fuel. And besides India there is no one else outside.
Once the gate is open by the Gate Keeper, there can not be direct contact between the NSG and India. And hense, the Agreement should be through.
