Intelligence agencies, all the time cannot get information about the terroist attacks. But once the terror attack is done and once they come to know xyz is the culprit and staying in a particular country, they should go and kill them just the way Israelis intelligence (Mosad) or Russian intelligence do. Anyways those terroists will go and stay in a country which is againt our country's interests and we cannot extradite such terroists.

Correct its bcos Mosad and KGB (Russian) have their own intelegence and activity cell. It means they get the information and conduct action (Eliminate in terms of CIA). Both these agencies report to the supreme command of the country. They just have to justify their elimination and not questions asked. In india we have RAW, IB, ATS, Regional Police, BSF etc. to conduct the research but no one is doing the action as none are responsible and authorised to do so. The next danger after terrorism India is going to face is from the Naxals, no action is been taken on them. Do anyone things how do these terrorist get the logisitcs (material, knowledge, money and place) to conduct their activities, cut the supply lines and everything will be controlled. But hold a minute if we stop terrorist funds our own ministers will not receive money thru hawala, if we stop getting terrorist related material from across the border our Drugs and smuggling revenue will be affected as these criminals pay a huge amount to the goverment officials and the Goverment, if we stop the people from crossing the border and conduct terrorist activities the monority vote will go. So if the terrorist kills just thousand people in a year why worry, the goverment is safe, the bureocats make money and our yonger generation gets lot of drugs to ruin themselves.
